Update git submodules 

* Update sahara-plugin-cdh from branch 'master'
  to a2d031e759f36d518bd57885a478feed2e031abc
  - Merge "Update the shebang to python3"
  - Update the shebang to python3
    
    It's needed downstream when packaging. In RDO and Fedora,
    we are hitting the issue "ERROR: ambiguous python shebang" during
    the build.
