Adding cronjob to purge the drydock DB based on retention day value. Additionally adding drydock API endpoint for purging the tasks and result_message tables and running vacuum full on drydock DB.

This PS migrates the Drydock chart into this repo.
Update chart with input from previous repo
- Remove default secret names for Keystone jobs
