Initial miniMirror chart

This patch is a part of series of patches related to miniMirror chart.

This creates the initial miniMirror chart with the following k8s objects:
- deployment
- service
- ingress

This adds new tests to the airship-utils check gate related to Helm charts:
- helm lint
- helm package
- helm install

Integration with openstack-helm-infra will be added in a follow-up.
