Mark Burnett 8d3e44c7d6 Allow multiple join IPs 
This provides more robustness in testing and removes a nosec.

Additionally, commit 5a8b1d8 introduced a random failure in the
resiliency gate, due to there being a chance to choose the intentionally
downed node for the join ip.
